Ebay sale slotted exhaust tips warning

According to Paypal I am under no obligation to send the tips back and they consider the partial refund restitution. However, I dont believe thats what the seller intended and think he "jumped the gun" on the refund.

In any case, I asked/demanded he pay for return shipping, which he did, and they're going back. There's no way I'm going to trust this guy to send me another set and am going with PG Classics from now on, or until they let me down.
