was the rear / quarter window ever operable on the 73-74 ?

True. All 1973 and 1974 Road Runners are Coupes (RM21) with fixed rear quarter windows.
But you could have ordered power windows (option) and all windows (including the rear quarter windows) are operable but the Road Runner was still a RM21 coded car.

My son's '73 SSP has operable power rear windows.
