for a 1971 would it be 1-1/2" or 3-3/8"? I have seen both listed as correct?
71 rm23 with n85 n96 b41 b51 in gy3

From various vendors in catalogues and cars shows, the 1 1/2" bracket is supposed to be the correct horn bracket for 71-74 Roadrunners.

I have several old 1970/71 road tests from the car magazines with photos of the engine compartment and they clearly show the longer horn bracket. Many concours restorations also have the longer bracket for 71's.

I suppose it's possible that many of the road test cars were very early production models which were built with some of the leftover horns from the 1970 model year. Hopefully someone else will post some additional info.
