Almost looks owner installed. The slotted screw and large washer don't look to be factory. But I could be mistaken. I am searching for a purpose for this apparatus.

I see no purpose in a owner putting a tag with no meaning in that position....I didn't want to remove it, until I know for sure....Ma Mopar did some strange things in the past....
