Wiring harness question

I have a 72 Satellite Base with 318 5.2L w/ AC. We have a harness in the picture attached to a relay on the left side of the firewall that I can figure out where it goes to. The car turned over with it unplugged. We are trying to figure out what it runs to. Any ideas?

No seat belt interlock in '72. Doesn't look original, bracket appears to have been flattened, Philips head firewall screw? Where do the wires go?

They ran along the passenger fender and terminate into two couplings. They weren't plugged into any thing we could see, but this car was wired weird. we were going to rip it out but wanted to see if anyone had any ideas.

Resembles a Mopar horn relay from another model car. May have had additional horns or some other accessory requiring a relay. Factory horn relay on that car is in the fuse block.
