71 Sebring PLus horn grounding out on wheel

Help! Deluxe steering wheel with three horn tabs keeps grounding and going off when i reinstalled the wheel. especially when i turn it. What is the fix?

Ok Mopar Boy. Any luck on finding the problem with your steering wheel? It sounds to me like you somehow got a break in the wire, exposing the wiring. So when you turn the wheel. It rubs, touching metal to metal, and grounds out. Causing the horn to blow.

i figured the problem. the 3 horn tabs are frozen solid when depressed...but haven't figured a fix.
