bulge hood alignment

Okay, I've got the gap on the front valance even and it ligns up to the rear of both fenders well, but it's a bit off on the fender sides. The passenger side gap is about 1/3 wider than the driver's side. Is it a simple matter of loosening the hood hinge bolts on the drivers side and torqueing the passenger's side hood hinge bolts to pull the hood to that side of the car?

If the rear of both fender are aligned with the cars body,and the rear of the hood is aligned with the rear of the fenders,i would say either the header panel is un-aligned or the front of the fenders need shifting.
