changing 72 fenders to 71?

What modifications have to be made to a 72 fender to change it to a 71?

I'm not aware of any differences between '71 and '72 fenders other than the marker light. Cut out the marker light holes on both and weld the '71 hole into place on the '72 fender. Other than that, I'm don't know of any differences in mounting, details, etc.
