You need a special tool to pull your steering wheel, like shown in the photo here:

Any good auto parts store will have them. Pulling the dash is more involved. Do you have a shop manual for your car? There are really helpful.

I'm going to assume you have a '71 or '72 B-Body since you are asking on this site... Put simply, it will help if you have pulled the steering column out of the car. You can remove the speaker cover on the top of the dash by removing the screws. There you will see bolts that hold the top of the dash to the bottom of the windshield frame. Loosen those. Also remove the kick panels on either side of the car--you will see one bolt on each side holding the bottom of the dash to the sides of the car. Loosen those, now remove the bolts from the top of the dash, and the whole dash assembly will rotate out toward you on the two bolts at the bottom (behind the kick panels). There will be a myriad of other connections--heater cable vacuum hoses, defrost vents at the top of the heater box, the dash wiring harness at the fuse box, etc, etc. Disconnect those and you should be able to pull the dash out as a unit. When you do, be sure to curse at that one last freaking wire you hadn't found yet as it keeps you from pulling the dash out of the car...

Good luck, I've done this more than once on my Road Runner, and if I can do it so can you.
