71 / 72 Bumper Height Specs

I found these factor specs for bumper height on the Hamtramck historical archive page. Interesting how the 71 GTX has a higher spec than the Road Runner. Presumably because of the 440 / 426 only. Either way - I think these are measurements from the valance and not the bumper. Thoughts?
