Stock California Exhaust

I got one of the exhaust pipes out and have yet to get the other one out. The pipes are in amazing shape with just surface rust, but my question comes down to the muffler (which is probably just gonna be put in a corner for the rest of its life). This thing seems to be pretty long for a stock muffler and at the same time it kinda sounds like an old torque converter when you shake it around. Was this part of the whole "noise reduction package". The mufflers have the part numbers on them and a 10-70 stamped date on them as well. Any clues to what is up with these California mufflers?
