Have to consider a part of “good design” back then was to design them to be assembled as quickly as possible with no real concern about servicing or lasting more than a few years.

Not missing anything, that’s how it was assembled. Decal installed after the pin. Pin floats, and was necessary to cut the decal around the pin head the remove. Resembles a Mopar horn relay from another model car. May have had additional horns or some other accessory requiring a relay. Factory horn relay on that car is in the fuse block.

Those are the MOOGs pictured above that are not correct for this application. They will position the bar too close, if not in contact with the bracket. Again, that is not the profile of the factory original rubber bushings. Curious, there are two pictures above of two different bushing installations...

The FACTORY original front sway bar bushing had a profile like this on all ’70-72 B-bodies, the bar is off-set to one end slightly. Brian, Larry is correct, ’71-72 B-bodies don’t use an extra mounting bracket under the headliner for the shoulder belt clips as the E-body does. Sounds like the installer may be confused. Clips screw directly through the headliner material into the roof/window structure.
