Not to be argumentative, but I'd have to take exception. The only benefit to eliminating existing rust (other than cosmetics) is that it can harbor a slight amount of moisture, even when dry. The sort of "T" shaped area (sideways in the pick) looks like it is raised. That would be incorrect. Otherwise, it looks about right. Maybe it's been customized or otherwise altered, or maybe some kind of paint effect? Ask the seller some questions.

As I read the service manual, if your controls have a "vent" position, you have "stratoventilation", which appears to be an option separate from A/C. Without A/C, it is definitely an option. The Redbook of Mopar Musclecars confirms this. Three other reference books I have make no mention either way. They tend to treat anything after 1971 as barely deserving any mention because of the lowering of engine performance to meet emissions standards.

If you are certain the cable is good and correctly attached on both ends, then the possibilities are defective speedometer or problem with the speedometer drive gear in the transmission.
